Road to Inclusion: SMDC and San Fernando partner for mobility and opportunity

16 June 2025 — In a move that underscores how public-private partnerships can shape more inclusive cities, SM Development Corporation (SMDC) and the City Government of San Fernando, Pampanga have signed a Memorandum of Agreement for the donation of a 9,328-square-meter parcel of land in Barangay Del Carmen. The site will be used to construct a 1.25-kilometer bypass road connecting Pasukhan Road to Calulut-Centro Avenue.

The new road is part of a broader effort to ease congestion, improve access, and support San Fernando’s long-term goal of becoming a fully integrated Smart City. Once completed, the bypass is expected to open up underserved areas, improve mobility, and spur inclusive economic activity.

“This is how we define nation-building at the local level—by making mobility a shared priority,” said Grace Evangeline M. Sta. Ana, Executive Vice President of SMDC. “It’s not just about donating land. It’s about helping build infrastructure that moves people, connects communities, and unlocks opportunity.”

In her city address, San Fernando Mayor Hon. Vilma B. Caluag emphasized that the partnership is rooted in unity and malasakit—values that go beyond documents and formalities. She expressed the city’s deep gratitude to SMDC for its unwavering support and shared vision for progress.

The city government aims to complete site inspection, surveying, and other pre-construction activities within 18 months. The initiative sets the stage for a coordinated infrastructure rollout, with both parties committed to delivering long-term, meaningful benefits to the people of San Fernando.
