A nation’s strongest foundation is its people. Every Filipino who helps keep the country moving—from teachers and nurses to factory workers, office employees, entrepreneurs and overseas Filipino workers—deserves a home that is safe, dignified, connected to daily needs and realistically within the family’s means.


Yet homeownership is about more than finding four walls and a roof. A worker may have steady employment but still struggle to find a quality home near work, schools, transportation and essential services. A property may appear affordable but become difficult to sustain once commuting, utilities and household expenses are considered.


This is why housing is more than a private aspiration. Where people live affects productivity, financial stability and their ability to participate in economic opportunities.


A home that strengthens families



A well-located, well-planned home can ease the financial and physical burden of commuting, improve access to education and healthcare, and provide families with greater stability. At the community level, attainable housing supports local businesses and the workforce of growing cities.


Affordability, however, should not mean compromising quality, safety or accessibility. A home is truly attainable when its cost matches a household’s capacity, its location supports everyday life and the community is built for long-term value.


While shelter receives particular attention every October during National Shelter Month, the challenge is year-round: expanding housing options for Filipino families.


Under the government’s Expanded Pambansang Pabahay para sa Pilipino or Expanded 4PH Program, housing options have broadened for working-class, low-income and informal-sector families, with private developers also helping expand supply.


Department of Human Settlements and Urban Development Secretary Jose Ramon P. Aliling summed up the goal during the signing of a new partnership between Pag-IBIG Fund and SM Development Corporation,


“Ang layunin natin ay mabigyan ang mas maraming manggagawang Pilipino ng tunay na pagkakataong magkaroon ng sariling bahay na malapit sa trabaho at pasok sa budget ng kanilang pamilya.”


Financing that opens more doors



Housing supply is only part of the equation. Families also need financing that fits their capacity.


Pag-IBIG Fund has raised its regular housing loan ceiling from ₱6 million to as much as ₱10 million and allows up to three qualified members to combine their incomes under one housing loan account, subject to its rules.


These changes can give qualified borrowers access to a broader range of homes and help households whose individual incomes may not be sufficient for the property they need.


A higher ceiling, however, does not automatically mean a larger loan. Approval remains subject to eligibility, capacity to pay, property appraisal and Pag-IBIG Fund evaluation—underscoring the importance of responsible borrowing and choosing a home whose total cost can be sustained over time.


Giving families the power of choice



The next step is connecting financing with suitable homes—where collaboration among government, financing institutions and private developers becomes important.


SMDC’s new agreement with Pag-IBIG Fund broadens the choices available to qualified members across SMDC’s portfolio—from urban condominium communities under SMDC Heights and mid-rise developments under SMDC Nature to house-and-lot neighborhoods under SMDC Symphony Homes. Selected developments are Pag-IBIG-accredited, giving buyers more options based on housing format, location and budget.


Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta said,


“Affordable financing truly serves its purpose when our members also have suitable homes to choose from. Through our partnership with SMDC, more Filipino workers can choose a home based on their family’s needs, preferred location and budget, then finance it affordably through Pag-IBIG.”


The partnership also includes homebuyer education, trained sellers, application guidance and planned mall and showroom caravans across Metro Manila, Luzon and the Visayas, as well as international activations for OFWs.


For Jeffrey C. Lim, President of SM Prime and SMDC, addressing the housing challenge requires institutions to bring their strengths together.


“Homeownership is too important for any one institution to address alone. With DHSUD, Pag-IBIG Fund and SMDC working together, Filipino homebuyers can get more of what they need: better financing, a good location and a community where they can build their lives.”


Ultimately, expanding homeownership is not simply about building more units or lending more money. It is about creating the right homes in the right places, connecting families with financing they can responsibly sustain, and giving them meaningful choices.


When more Filipino workers can put down roots in communities that support their livelihoods and families, housing becomes more than shelter. It becomes a foundation for stronger families, stronger communities and, ultimately, a stronger nation.
